In addition to the general requirements, additional criteria define a NEEDY applicant as someone who is under 35 years old when they apply and who may:
- Be a poor orphan who has lost one or both parents (death certificate must be certified by RITA or Zanzibar Civil Status Registration Agency (ZCSRA) "Wakala wa Usajili wa Matukio ya Kijamii Zanzibar" or respective Embassies in the United Republic of Tanzania).
- Be a poor disabled student whose disability must be certified by the District Medical Officer (DMO), Regional Medical Officer (RMO), or any other organization authorized to certify such cases (as may be specified).

- Be from low-income families or communities on the margins and have had their secondary school or college education paid for. Means Testing System
Means Testing (MT) will be used to figure out if a person needs financial help. School fees paid for CSEE, ACSEE, or equivalent qualifications, such as diplomas, are one of the things that are taken into account when figuring out if someone can help pay for college. Other things that are taken into account are being an orphan, having a disability, being sponsored, and coming from a poor family.
So, the neediness will be measured by the difference between the total annual costs to pursue an individual program at respective Higher Education Institutions (HEIs) and the established applicant's past ability to pay for a secondary school education or diploma as an indication of the applicant's ability to contribute to the costs of higher education.
Distribution of Loanable Items
Loans will be given to successful applicants in the following order: Meals, Accommodation, and Miscellaneous Expenses (MAI), Tuition Fee (TF), Books and Stationery Expenses (BSE), Special Faculty Requirements (SFR), Research Expenses (RE), and Field Practical Training (FPT), based on how much money is left over from the loans for the first six categories.

Continuing students who are loan beneficiaries
All people who are still getting loans will keep getting them based on their original Means Test Grades when they turn in exam results or progress reports. All people who are still getting loans SHOULD NOT APPLY for loans again.
Mode of Payment: MAI, BSE, FPT, and RE items will be paid directly to students, while TF and SFR will be paid to the respective Higher Education Institutions (HEIs).
6.0 OVERSEAS LOAN APPLICANTS (UNDERGRADUATE AND POSTGRADUATE)
Students who have been accepted to study abroad and are eligible for loans for the 2022-2023 school year must meet the General Eligibility Criteria listed in Section 2.1 above.
In addition to the General Eligibility Criteria listed in Section 3.2, only overseas applicants chosen by the Ministry of Education, Science, and Technology will be eligible for top-up stipend loans of up to USD 5400 per year. Under bilateral agreements between the Government of the United Republic of Tanzania and other governments, the students must be chosen to study abroad.

The responsibility of parents and guarantors
Parents/Guardians are responsible for making sure that the information on the application forms is correct and accurate before signing. To make sure the loan program can keep going, a Value Retention Fee (VRF) of 6 percent per year will be taken from the loan balance when the student finishes school.

8.0 INTER-UNIVERSITY AND INTERNAL TRANSFERS

120 days after the first batch of admissions are made public, no loan transfers will be made unless there is a strong reason why the confirmation of transfer came in late. All Transfers will have no effect on the loan amounts that were originally given to each beneficiary.

Students who are admitted to Postgraduate Degree Programs and meet the General Eligibility Criteria in 3.2 above are eligible for loans for the 2022-2023 school year.
Postgraduate students (Academic Staff)
In addition to meeting the General Eligibility Criteria, postgraduate applicants must also meet the Postgraduate Eligibility Criteria, which are:
- They must have a Bachelor's degree or an Advanced Diploma with at least an Upper Second Class or a Master's degree with at least an Upper Second Class if they are applying for a Ph.D.;
- They must be academic staff members who have been accepted to do full-time postgraduate studies at a recognized university in Tanzania;
- They must have been officially nominated by the employer and backed by the Vice-Chancellors/Principal/Provosts/head of the respective institution;
- They must have started paying back their previous loans for at least twelve months in a row, or a lump sum of the same payments if they used to get student loans.
- The Financial Agreement between the Higher Education Students' Loans Board and the Higher Education Institution must have been signed by the employer.
The Nelson Mandela African Institute of Science and Technology takes in graduate students (NM-AIST)
