GUIDELINES AND CRITERIA FOR ISSUANCE OF STUDENTS’ LOANS AND GRANTS FOR THE 2022/2023 ACADEMIC YEAR

All people who want a loan for the Academic Year 2022-2023 must do the following: 

1. Read and follow the instructions for how to apply in these rules for the Academic Year 2022-2023;
2. Make sure that the Form Four Index Number you give when you apply for a loan is the same one you used when you applied to get in;
3. Applicants who have taken the Form Four Exam more than once are reminded to list all Form Four index numbers when they apply for loans.
4. Make sure that all the documents you send in to support your application have been signed by the right people, as the rules say;
5. Make sure that all birth/death certificates and other certificates are certified by the Registration, Insolvency and Trusteeship Agency (RITA) and the Zanzibar Civil Status Registration Agency (ZCSRA) "Wakala wa Usajili wa Matukio ya Kijamii Zanzibar" or a designated officer to make sure they are valid;
6. Make sure that the Embassies in the United Republic of Tanzania certify all birth certificates for students who were born in other countries. Also, the respective Embassies certify Death Certificates for Tanzanian parents who died in other countries.
7. Make sure your application form is filled out correctly and signed before you send it in;
8. Applications must have correct (and correct) information;

2.0 OVERVIEW

The Higher Education Students' Loans Board (BODI YA MIKOPO 2022/23 (HESLB LOGIN 2022/23 | WWW.HESLB.COM)) was set up by the Higher Education Students' Loans Board Act (CAP 178) and started to work in July 2005.

BODI YA MIKOPO 2022/23 (HESLB LOGIN 2022/23 | WWW.HESLB.COM) is required to give loans and/or grants to students who need them and are eligible.

From July 15 to August 30, 2022, you can send in an application for the Academic Year 2022-2023.

ELIGIBILITY – HESLB Loan Application Deadline 2022/2023 | WWW.HESLB.COM)

BODI YA MIKOPO 2022/23 (HESLB LOGIN 2022/23 | WWW.HESLB.COM) Act and regulations say who can apply for loans and the required criteria. APPLICANTS WHO ARE IN NEED AND ELIGIBLE CAN APPLY FOR LOANS AND/OR GRANTS TO HELP PAY PART OR ALL OF THE COSTS OF THEIR ED

Needy Applicant

In addition to the general requirements, additional criteria define a NEEDY applicant as someone who is under 35 years old when they apply and who may:

• Be a poor orphan who has lost one or both parents (death certificate must be certified by RITA or Zanzibar Civil Status Registration Agency (ZCSRA) "Wakala wa Usajili wa Matukio ya Kijamii Zanzibar" or respective Embassies in the United Republic of Tanzania).
• Be a poor disabled student whose disability must be certified by the District Medical Officer (DMO), Regional Medical Officer (RMO), or any other organization authorized to certify such cases (as may be specified).
• Have poor parents with disabilities be certified by the District Medical Officer (DMO), the Regional Medical Officer (RMO), or anyone else who is allowed to certify such cases (as may be specified).
• Be from low-income families or communities on the margins and have had their secondary school or college education paid for. Applicants in this category will need to ask their sponsors to fill out a standard proof of sponsorship form. This form can be downloaded from the BODI YA MIKOPO 2022/23 (HESLB LOGIN 2022/23 | WWW.HESLB.COM) website and uploaded with the rest of the application. The letter in question will be verified and taken as proof of these sponsorships.
• Be from a low-income family or a community that has been left out, which is covered by Special Economic Support Programs like TASAF. They should show proof by giving the program participant's number.

General Criteria for Eligibility, as Set Out in the Act

For BODI YA MIKOPO 2022/23 (HESLB LOGIN 2022/23 | WWW.HESLB.COM), a person must meet the following general eligibility requirements: – 

• Must be a Tanzanian citizen; 
• Must have applied for a loan through the Online Loan Application and Management System (OLAMS);  
• Must be enrolled full-time at an accredited higher education institution, except for students at the Open University of Tanzania;  
• Must have applied for a loan through the Online Loan Application and Management System (OLAMS) (OUT).
• Can't get money from anywhere else.
• Must be a continuing student with results or progress reports showing that he or she has passed the exams needed to move on to the next year or stage of study.
• If a student loan recipient wants to get a new loan after dropping out of a program, college, or university, he or she must pay back at least 25% of the loans they already have. (Note: Paying back 25% of the loans you already have is not a guarantee that you will get more loans.)

Other Criteria for BODI YA MIKOPO 2022/23 (HESLB LOGIN 2022/23 | WWW.HESLB.COM)

• Loans will be given out based on how much they are needed and how closely related to their programs.
• Continuing Students who want to get a loan for the first time must have finished ACSEE or something similar within the last five years, from 2016 to 2022.
• All other applicants who got into different degree programs for the academic year 2022/2022 must have finished their ACSEE or another qualification that is the same or better within five (5) years, from 2016 to 2022.

4.0 BODI YA MIKOPO 2022/23 PROGRAMME CLUSTERS (HESLB LOGIN 2022/23 | WWW.HESLB.COM)

After proving that the applicant is poor and meeting the requirements set out in sections

3.1 and 3.2, the following program clusters will be used to decide in what order loans will be given out, if there are enough funds.

Cluster I

Courses in this group include: 

• Education and Teaching in Science (Physics, Chemistry, Biology, and Mathematics); 
• Health Sciences (Doctor of Medicine, Dental Surgery, Veterinary Medicine, Pharmacy, Nursing, Midwifery, Prosthetics and Orthotics, Physiotherapy, Biotechnology and Laboratory Sciences, Radiotherapy Technology); 
• Engineering Programmes (Civil, Mechanical, Electrical, Mining, Mineral and Processing, Textile, Chemical and Processing, Agriculture, and Food Technology); and 
• Engineering Programmes (Civil, Mechanical, Electrical Bachelor of Aircraft and Maintenance Engineering, Bachelor of Pilot Engineering, and Bachelor of Bio-medical Engineering Programme.
• Petroleum Geology, Petroleum Chemistry, Agriculture, Forestry, Animal Science, and Production Management

Cluster II

• Basic Science Programs (BSc General, BSc in/with Applied Zoology, Botanical, Chemistry, Physics, Biology, Microbiology, Molecular Biology, and Biotechnology, Fisheries and Aquaculture, Aquatic Environmental Sciences and Conservation, Geology, Mathematics and Statistics, Environmental Sciences, Environmental Health, Wildlife and Conservation), ICT Legal, ICT and Programming, Information Systems and Network Management.
• Programs in Land Science (Architecture, Landscape and Architecture, Interior Design, Building Survey, Building Economics, Urban and Regional Planning, Land Management and Valuation, and Geospatial Technology).

Cluster III

This cluster includes courses like Business and Management Studies, Social Sciences, Arts, Humanities, Law and Legal Studies, Languages, Literature, Media and Communications Studies, and Law and Legal Studies.

Cluster III is for all the other classes that aren't in either of the other two groups.

ITEMS ON LOAN, MEANS TESTS, AND AMOUNTS TO BE DISTRIBUTED

BODI YA MIKOPO 2022/23 (HESLB LOGIN 2022/23 | WWW.HESLB.COM) may give loans for all or some of the following:

•     Meals, Accommodation, and Incidentals (MAI)
•     Tuition Fee (TF)
•     Books and Stationery Expenses (BSE)
•     Special Faculty Requirements (SFR)
•     Research Expenses (RE)
•     Field Practical Training (FPT)

Means Testing System 

Means Testing (MT) will be used to figure out if a person needs financial help. School fees paid for CSEE, ACSEE, or equivalent qualifications, such as diplomas, are one of the things that are taken into account when figuring out if someone can help pay for college. Other things that are taken into account are being an orphan, having a disability, being sponsored, and coming from a poor family.

So, the neediness will be measured by the difference between the total annual costs to pursue an individual program at respective Higher Education Institutions (HEIs) and the established applicant's past ability to pay for a secondary school education or diploma as an indication of the applicant's ability to contribute to the costs of higher education.

Distribution of Loanable Items

Loans will be given to successful applicants in the following order: Meals, Accommodation, and Miscellaneous Expenses (MAI), Tuition Fee (TF), Books and Stationery Expenses (BSE), Special Faculty Requirements (SFR), Research Expenses (RE), and Field Practical Training (FPT), based on how much money is left over from the loans for the first six categories.

All successful loan applicants will have their tuition fees capped at the same level as the highest tuition fees currently approved for Public Higher Education Institutions.

Continuing students who are loan beneficiaries

All people who are still getting loans will keep getting them based on their original Means Test Grades when they turn in exam results or progress reports. All people who are still getting loans SHOULD NOT APPLY for loans again.

Mode of Payment: MAI, BSE, FPT, and RE items will be paid directly to students, while TF and SFR will be paid to the respective Higher Education Institutions (HEIs).

6.0 OVERSEAS LOAN APPLICANTS (UNDERGRADUATE AND POSTGRADUATE)

Students who have been accepted to study abroad and are eligible for loans for the 2022-2023 school year must meet the General Eligibility Criteria listed in Section 2.1 above.

In addition to the General Eligibility Criteria listed in Section 3.2, only overseas applicants chosen by the Ministry of Education, Science, and Technology will be eligible for top-up stipend loans of up to USD 5400 per year. Under bilateral agreements between the Government of the United Republic of Tanzania and other governments, the students must be chosen to study abroad.

The responsibility of parents and guarantors

Parents/Guardians are responsible for making sure that the information on the application forms is correct and accurate before signing. The guarantors are responsible for making sure that loans are paid back, and they must know where the borrowers are until the loans are paid back in full. If the borrower doesn't pay back the loan, the guarantor will have to pay the full amount.

Loan Repayment

When a student finishes college or stops going to school, he or she will have to pay back the loan by having at least 15% of his or her salary taken out every month. A beneficiary who works for himself or herself cannot pay less than 100,000/= per month.

Value Retention Fee

To make sure the loan program can keep going, a Value Retention Fee (VRF) of 6 percent per year will be taken from the loan balance when the student finishes school.

Loan Administration Fee (LA)

There will be a one-time 1% loan administration fee added to all student loans.

If a loan recipient doesn't pay back his or her loan by the end of the grace period of 24 months after finishing school, he or she will have to pay a one-time fine of 10 percent.

8.0 INTER-UNIVERSITY AND INTERNAL TRANSFERS 

BODI YA MIKOPO 2022/23 (HESLB LOGIN 2022/23 | WWW.HESLB.COM) shall not ask students who voluntarily move to other HEIs to make a second loan payment. When the relevant authorities give their approval, a loan transfer will happen.

120 days after the first batch of admissions are made public, no loan transfers will be made unless there is a strong reason why the confirmation of transfer came in late. All Transfers will have no effect on the loan amounts that were originally given to each beneficiary.

List of Candidates admitted to Higher Learning Institutions

BODI YA MIKOPO 2022/23 (HESLB LOGIN 2022/23 | WWW.HESLB.COM) will consider loan applications from students whose admissions have been approved and submitted by the Tanzania Commission for Universities (TCU) and/or other relevant authorities, including the respective HEIs, as the case may be.

9.0 HESLB LOGIN 2022/23 (BODI YA MIKOPO 2022/23 | WWW.HESLB.COM) MODE OF APPLICATION 2022

Online Loan Application and Management System will be used for all loan requests (OLAMS). Applicants are reminded to use the same Form Four Index Numbers they used when they applied for admission.

After completing the online application process, applicants will have to print out the application forms and Loan Agreements, get the proper authentications, sign the forms, attach the necessary documents, and upload them into OLAMS before sending them through EMS to:-

The window for loan applications for 2022-2022 will be open from July 5, 2022, to August 31st, 2022.

12.0 APPEALS AGAINST AWARDED LOAN AMOUNTS  – heslb.go.tz login

Applicants who don't like their allocations can file an appeal by filling out the appropriate Online Appeal Forms. (More information will be given later.)

POSTGRADUATE STUDENTS | Bodi ya Mikopo Tanzania 2022/23

Students who are admitted to Postgraduate Degree Programs and meet the General Eligibility Criteria in 3.2 above are eligible for loans for the 2022-2023 school year.

Postgraduate students (Academic Staff)

In addition to meeting the General Eligibility Criteria, postgraduate applicants must also meet the Postgraduate Eligibility Criteria, which are:

• They must have a Bachelor's degree or an Advanced Diploma with at least an Upper Second Class or a Master's degree with at least an Upper Second Class if they are applying for a Ph.D.;
• They must be academic staff members who have been accepted to do full-time postgraduate studies at a recognized university in Tanzania;
• They must have been officially nominated by the employer and backed by the Vice-Chancellors/Principal/Provosts/head of the respective institution;
• They must have started paying back their previous loans for at least twelve months in a row, or a lump sum of the same payments if they used to get student loans.
• The Financial Agreement between the Higher Education Students' Loans Board and the Higher Education Institution must have been signed by the employer.

The Nelson Mandela African Institute of Science and Technology takes in graduate students (NM-AIST)

BODI YA MIKOPO 2022/23 (HESLB LOGIN 2022/23 | WWW.HESLB.COM) gives loans to students accepted into Masters and Ph.D. programs in science-related fields at the Nelson Mandela African Institute of Science and Technology. This is done to improve the country's research, ICT, and innovation capabilities (NM-AIST).

Students who want loans for the 2022-2023 school year must meet the General Eligibility Criteria listed in 3.2.

In addition to the General Eligibility Criteria listed in 3.2, applicants for the NM-AIST category must also meet the following requirements: –

(i) You must have been accepted into a master's or Ph.D. program at the Nelson Mandela African Institute of Science and Technology (NM-AIST) in one of the following priority sectors:

Materials, Energy, Water, and Environmental Sciences, as well as Mathematical and Computer Science Engineering, Information and Communication Science Engineering, and Life Sciences.

(ii) They must have worked for public institutions for at least two years; (iii) Their employers must guarantee that the loans will be paid back.

(iv) If they got a loan from the Higher Education Students' Loans Board before, they must have started paying it back for at least twelve months in a row or as a lump sum of twelve payments.

(v) NM-AIST postgraduate students must start paying back their loans as soon as they finish their first year of school. Their employers will take monthly payments out of their paychecks and send them to the Board.

• Graduate students who were accepted to the Law School of Tanzania (LASCOT)
• Students in law school who can get loans in 2022-2023
• The following must be true about the academic year:
• Must meet the general eligibility requirements listed in Section 3.2.

In addition to the General Eligibility Criteria listed in Section 3.2, applicants must also meet the Postgraduate Eligibility Criteria for the Law School of Tanzania (LASCOT), which are:

• Must have gotten their LLB degree within the last five years, between 2016 and 2022.
• Loans will only be given to people who have been given loans in the past and are in need. An applicant (a person who has been given a loan in the past) whose loan has come due must have paid all of the installments in full.

Students in law school should be able to get loans to pay for the following:

• Costs for books and supplies; Tuition.
